Proposal of Approach for the First 180 Days

1: Stop the CVRA Appeal
2: Assess all lawsuits for merit and potential of positive outcome for City
October 17, 2020 by Harbir Bhatia in News

I have put together the following list of items I would like to propose to the council  for Economic and Program Recovery. No council member can make any decisions on their own, but propose plans and policies that others must agree to do as a majority for it to be implemented as a policy.

To address the major financial challenges and quality of life issues, I would propose this draft plan of ideas to get us on the road to recovery, unity, and positivity as a city.

  1. Stop the CVRA Appeal
  2. Assess all lawsuits for merit and potential of positive outcome for City
  3. Join Raj Chahal and Karen Hardy for Monthly meetings with 49ers to begin negotiations and collect revenue from them.
  4. Update And Analyze the Tourism Improvement District (TID) request to improve their management model and revenue plan for marketing outreach
  5. Build a Stadium Authority Advisory Council of Residents and Event Experts to Provide Recommendations and Input from the community
  6. Initiate the Northside Area Plan to ensure the critical elements of Infrastructure, Transportation, Services to be included.
  7. Empower the commissions to find creative and collaborative ways to provide services and value to the residents while we improve our financial position.
  8. Propose the
    1. Climate Solutions Advisory Council
    2. Economic Recovery Task Force
    3. Innovation and Technology Commission
    4. Diversity and Inclusion Task Force
    5. Neighborhood Advisory Council as a part of Citizens Advisory Committee.
  9. Review the Affordable Housing plans and numbers for the city
  10. Build a Partnership Management Program
  11. Evaluate Art Impact Fees to increase fees for cultural and arts programming
  12. Review Developer Agreements to determine if any changes can be made to improve community benefits for the public to increase COVID RELIEF
  13. Identify Services, Gaps, or Support Needed by The City- for the Partners to potentially fulfill as we continue economic recovery. Evaluate partners that can support them
  14. Roadmap to relaunch the Visitors Bureau
  15. Work with the community and the 49ers to find win-win roadmap for relaunch of the nonNFL events at the Levis Stadium
  16. Regular monthly outreach meetings  to engage the public, get them involved, and aware fo the challenges.
